Janice Barrocas is the owner and principal of The Barrocas Group, an independent, interdisciplinary government relations firm that represents community-based organizations and advocacy groups as a lobbyist before the Georgia General Assembly. The Barrocas Group offers expertise in the areas of community outreach and grassroots mobilization. A graduate of the Emory University School of Law, Janice specializes in strategic planning, coalition building, public policy dispute resolution, and the facilitation of public private partnerships.
Throughout her career, Janice has been a champion for citizens and families in underserved communities including persons with disabilities and the elderly. She has successfully developed relationships with key stakeholders, regulatory agencies and state legislators to build effective bipartisan coalitions in support of her various client agendas, including the Coalition of Advocates for Georgia’s Elderly, the Georgia Indigent Defense Council and the Tennessee Disability Coalition.
In recent years, Janice has become an outspoken advocate raising awareness and combating the Commercial Sexual Exploitation of Children (CSEC) in the state of Georgia. As a representative of the Juvenile Justice Fund’s A Future. Not A Past. campaign, she successfully lobbied the Georgia state legislature to enact a variety of policy and budget measures to recognize U.S. citizen children forced into prostitution as victims of an extreme form of human trafficking as defined by the Trafficking Victims Protection Act of 2000. Key among those was Senate Bill 69, which expanded the definition of child abuse to include sexual exploitation acts perpetrated by a parent, caretaker or persons unrelated to the victim.
Janice also consults for the Georgia Governor’s Office for Children & Families (GOCF) and serves as a member of its CSEC Task force in addition to leading strategic planning, and grassroots outreach among private sector partners to train concerned citizens to recognize CSEC victims and hold offenders accountable.
